Mary Ellen Rogulski

Current Term: January 1, 2015 - December 31, 2020

Mary Ellen Rogulski has served on the Orange County IDA since 2008. She was the Second Vice Chairman from 2012 to 2016 and the former Vice Chairman from 2016-2018.

Rogulski has more than 40 years of experience in banking. She was the chief lending officer at Orange Bank & Trust Company, where she worked from 2002 until she retired in 2017. Previously, Rogulski worked at Provident Bank, where she served as a commercial loan officer.

Additionally, Rogulski is a member of the St. Luke’s Cornwall Hospital Board of Trustees and the secretary of Inspire. In both her professional and civic involvement, she has demonstrated commitment and leadership.

Edward Diana

Edward A. Diana had served on the Orange County IDA Board in the 1990s and started serving again on the Board in 2015. He currently is the Town of Wallkill Supervisor. Diana has served as Orange County Executive from 2002 to 2013. Prior to being elected County Executive, he served 12 years as a County Legislator and for six years held the position as Republican Majority Leader. Diana was also a councilman and deputy supervisor in the Town of Wallkill in the 1980s.

Diana worked for more than 30 years as an educator and athletic instructor in the Minisink Public School System. He is also an experienced small businessman, having owned the very popular downtown Middletown restaurant “Diana’s” that his grandparents and parents established in 1936.

John Steinberg

Second Vice Chair

Current Term: January 1, 2015 - December 31, 2019

John Steinberg, Jr. has been involved with the Orange County IDA since 1989. Formerly the board Chairman and Assistant Secretary, Steinberg was the Second Vice Chairman on the board prior to Mary Ellen Rogulski’s appointment as Chairman, when he became the sole Vice Chairman in 2018. In 2019, he resumed his position as Second Vice Chair.

Steinberg has a wide range of experience in both public and private business sectors, having held positions with Schoonmaker Homes, Union Carbide Corp., and Shelter Resources Corp.

Additionally, Steinberg holds a master’s degree in Business Administration from the Harvard Business School and an engineering degree from Stanford University.

Stephen Brescia has been a member of the Orange County IDA since 2002. In addition to his role as board secretary, Brescia also served as the former Chairman of Governance Committee for the IDA. He currently serves as the Village of Montgomery mayor and Chairman of the Legislature for District 9, representing the Town of Montgomery, Village of Maybrook and the Town of Wallkill. He has also been a member of the New York State Fire Prevention & Building Codes Council and a trustee for the Village of Montgomery prior to his mayoral election in 1990.

In addition to his career in government, Brescia has a wide portfolio of private industry experience. He has worked with E. Tetz & Sons; Vanco Sales; Pro Build; Pro Build East, formerly Strober Building Products; and Brescia Lumber Corporation, where he served as vice president.

Michael Gaydos joined the Orange County IDA in November 2018 and was appointed Assistant Secretary in 2019. Gaydos is the business manager for the Town of Newburgh-based Ironworkers Local 417. He is also a member of the Hudson Valley Building & Construction Trades Council.

Robert J. Schreibeis, Sr. has a long-standing commitment to public service. In addition to his involvement with the Orange County IDA, for which he has been a member since 2010, Schreibeis is currently chairman of the Florida Fire District Board of Fire Commissioners. He has also served as a member of the Village of Florida Zoning Board of Appeals chairman of the Florida Planning Board, member of the Florida School District Land Study Committee and member of the Florida School District School Renovation Committee.

Schreibeis is also the owner and operator of Schreibeis Trucking and Excavating as well as Schreibeis Enterprises, Inc.

James DiSalvo

Current Term: June 8, 2018 - December 31, 2019

James DiSalvo has been a member of the Orange County IDA Board of Directors since June 2018. He has more than 13 years of banking experience and is currently the vice president and regional branch manager at Wallkill Valley Federal Savings & Loan.

DiSalvo has previously served as an Orange County legislator for the 14th Legislative District; a trustee for the Village Board of Highland Falls; the receiver of taxes for the Town of Highlands; a member of the Highland Falls Planning Board; and a councilman for the Town of Highlands.

His civic involvement includes a five-year membership with Highland Falls Fire Department and the position of treasurer for both the Rotary Club of West Point-Highland Falls and the West Point-Highland Falls Rotary Foundation. He is also a member of the Highland Falls/Fort Montgomery Central School District Board of Education.

Laurie Villasuso joined the Orange County IDA in 2011, and has led the organization since 2015. Through her work, she has assisted in bringing nearly $1.5 billion in investments and thousands of jobs to the region.

Villasuso, who also currently serves as vice chair of the New York State Economic Development Council, has been instrumental in growing The Accelerator to its maximum in-house capacity; helping emerging businesses in the scale-up and validation phases of their operations; offering support in manufacturing, supply-chain and distribution networks; and in providing business management, marketing and financing. She also works to help women and minority entrepreneurs get their proper MWBE certifications.

A trained Economic Developer, Villasuso spent a decade in the banking industry prior to joining the Orange County IDA. She currently serves as a mentor at the Orange County Youth Bureau and on an advisory committee of the New York State Workforce Investment Board.

Vincent Cozzolino is co-founder of Galileo Technology Group, an organization that brings together senior executives, scientist and engineers to the service of small- and medium-sized manufacturing businesses in need of leadership, experience and problem solving. GTG also develops micro economic development cluster projects. Cozzolino was appointed Managing Director of the Orange County IDA in 2015.

Prior to Cozzolino’s work with the IDA and Galileo Technology Group, he spent more than 30 years with the IBM Corporation, where he held several executive vice president positions, led global teams and managed thousands of employees.

Cozzolino is a member of the Regional Economic Development Council and the New York State Workforce Investment Board, as well as the SUNY New Paltz College Council.

Kevin Dowd has been a member in good standing of the New York State Bar for over 37 years. He has distinguished himself in the field of municipal law. In addition to his role as local counsel to the Orange County IDA, Dowd has represented the Village of Montgomery for 29 years and the Village of Harriman Planning Board for seven years. Previously, he has represented the Town of Monroe, the Village of Walden and has acted as Special Counsel to various other boards in the Towns of Newburgh, Cornwall, Montgomery and Lloyd.

Dowd began his career as an Assistant District Attorney in Bronx County and, upon relocating to Orange County with his family in 1985, he served as Chief Assistant County Attorney and Acting County Attorney in the County’s Law Department.

Joel Kleiman has more than 30 years of experience with municipal accounting and finance, and has previously held executive level positions in local government.

While serving as Chief Financial Officer for the Orange County IDA, which he has done for more than 10 years, Kleiman also served as Commissioner of Finance for Orange County Government in Goshen, N.Y., for nearly 20 years (retired). While working as Commissioner of Finance, Kleiman issued the County’s first Comprehensive Annual Financial Report and its first Popular Annual Financial Report, as well as established the County’s Hotel and Motel Occupancy Tax.

Melanie Schouten joined the Orange County IDA in 2015 after studying and working in Manhattan for more than a decade.

In her current role, Schouten facilitates programming, including workshops, conferences and educational training, and is responsible for compliance, grant writing, data retention, project consultation and assisting in operations management of The Accelerator and the Orange County IDA.

Schouten is a member of the Orange County Youth Bureau Advisory Board, where she is the Chair of the Youth Workforce Preparation Committee.

Kelly Reilly joined the Orange County IDA in 2009, where she previously served as a Client Services Specialist and Project Manager of Facilities.

Reilly has assisted in the upfit of all of The Accelerator’s locations, and works closely with the organization’s clients. She is also responsible for public hearings and communication of IDA projects and meetings, and works closely with auditors on the IDA project labor audits. Reilly has been a Notary Public since 2010.

Prior to her work with the Orange County IDA, Reilly worked for IBM for nearly 30 years.

Catherine Hunter is a seasoned sales and banking professional, with decades of experience managing Orange County, N.Y.-based bank branches.

Hunter previously served as the Vice President and Bank Manager at Walden Savings Bank before she retired from banking in 2018. Prior to her role there, she served as the Vice President and Bank Manager for Orange County Trust Company in Chester, where among other responsibilities, she oversaw cross training and staff development, and led the branch to achieving perfect compliance and operational reviews.

Hunter also served several leadership roles for KeyBank National Association in Warwick, Chester and Newburgh. She holds a bachelor’s degree from Marist College and an associate’s degree from SUNY FIT.

Marty Borrás has nearly 20 years of management and high-level administrative experience. Prior to her role at the Orange County IDA, Borrás spent five years working as the Advancement & Communications Coordinator and School Secretary for San Miguel Academy of Newburgh in Newburgh, N.Y.

While there, she was responsible for creating a variety of marketing materials, coordinating fundraising events, updating external communication tools and more. Borrás, who is bilingual, was also responsible for organizing the application and admissions process, and served as the liaison between Spanish-speaking families and staff.

Additionally, Borrás has previously worked as Associate Account Manager at Carecore National, LLC in Wappingers Falls, N.Y. (now eviCore Healthcare) and as Supervisor – Executive Client Services Coordinator at Lee Hecht Harrison in Manhattan.
