The Orange County IDA is revising its current Uniform Tax Exemption Policy (UTEP). All IDA’s in New York State are required to maintain an updated UTEP policy, which essentially dictates which kinds of projects and industry sectors are eligible for IDA incentives and at what level.
The OCIDA’s UTEP was last revised in 2019 and, after nearly a year of research, collaboration and editing, we have a new version ready for adoption by the OCIDA Board of Directors.

Please note that the document includes the revised UTEP itself, along with a new Project Approval Policy and Recapture policy.
The OCIDA plans to consider adoption of all three at their February Board meeting (2/19/25 at 5:00 PM at OCIDA headquarters).
The OCIDA will hold a public hearing on Tuesday January 28th at 11:00 AM at OCIDA to hear comments from the public concerning the new draft UTEP. The hearing will be held at OCIDA headquarters (4 Crotty Lane, suite 100, New Windsor, NY) or you can view it via livestream on the OCIDA’s YouTube channel.
