The Orange County Industrial Development Agency (OCIDA) is proposing an amendment to its Uniform Tax Exemption Policy (UTEP) that would modify the level of property tax incentives available to future warehouse and distribution projects in Orange County.
Under the proposed policy, PILOT agreements for warehouse projects would be limited to a property tax abatement schedule equivalent to the exemption available under New York State Real Property Tax Law ยง485-b.
The proposed change reflects the evolution and maturation of Orange County’s warehouse and distribution market. Over the past decade, the County has attracted significant investment in this sector and today has a substantial inventory of modern warehouse space, including existing vacancies. OCIDA believes its incentive policies should evolve with changing market conditions and that is most significant incentive tools should be focused on projects and sectors where they can have the greatest impact.
The change would still allow qualifying warehouse projects to receive meaningful property tax relief while allowing OCIDA to prioritize projects in areas such as advanced manufacturing, tourism and destination development, housing, brownfield redevelopment, and other investments that advance the County’s long-term economic and community development goals.
OCIDA will hold a public hearing on Wednesday, October 7, 2026 at 11:00 a.m at 4 Crotty Lane, Suite 100, New Windsor, NY 12552 to receive public comments on the proposed UTEP amendments. Written comments may also be submitted to business@ocnyida.com.
Once the public hearing is closed, OCIDA will schedule a vote for adoption of the policy update for the October 2026 Board of Directors meeting.
